In 2000, there were 12 million people over 60 in France. This number is expected to reach 22 million by 2040. The issue of pensions involves individual and collective interests, but also society's idea of the future, security, and solidarity. A pension system is much more than a set of financial arrangements: it reflects a societal choice. Most other developed countries have already undertaken reforms of their pension systems, and nowhere have these reforms been easy to implement. Today in France, this issue has come to a head: while it is economically quite simple, it is politically very complicated. The members of the Cercle present the current situation, some international experiences, and propose solutions for France in this book. This work is part of a series published by the Cercle des économistes in 1999 (Hopes and Threats of the Year 2000), 2000 (Hopes and Threats of the New Economy), and 2002 (Hopes and Threats of the Presidential Election) with the support of Publicis and its chairman Maurice Lévy.
